DRAFT Minutes of the Meeting of Cornworthy Parish Council

In Cornworthy Village Hall on Monday 17th March 2025 at 7.00pm

Present: Cllr Bailey (Vice Chair), Cllr Fowler, Cllr Finn, Cllr Thompson, Cllr Hammond, Cllr Hawkins DCC and Cllr McKay SHDC were present as was C Campos Parish Clerk.

25/12 Apologies for Absence: Cllr Tuppen and Cllr Hunt

25/13 Declaration of Councillors Interest: None

25/14 Approval of Minutes

The minutes of the Cornworthy Parish Council (CPC) meeting of 20th January were approved and are available on the CPC website.

25/15 Matters Arising from the Minutes

Cllr Bailey noted that the Lengthsman has been in the post for a year and is doing an excellent job. The residents have echoed this. He will continue in this role. Cllrs Fowler and Finn are working with DCC to revise the maintenance schedule to focus on the “problem” drains.

25/16 Planning

25/16.1 The decision on 0168/25/TCA was noted

25/17 Finance

25/17.1 The CPC Finance report was noted and is available on the CPC website.

25/17.2 The following payments were approved.

25/17.3 The appointment of Deborah O’Brien to conduct the 2024-25 Internal Audit was agreed.

25/17.4 The updated Financial Regulations were approved and adopted.

25/17.5 The updated Asset Register was approved.

25/17.6 The following policies: CPC Scheme of Delegation, Transparency policy, CPC Health and Safety, CPC Grant Policy, CPC Risk Register, CPC Safe Guarding , CPC Complaints Procedure, CPC Disciplinary Procedure, CPC Grievance Policy, CPC Employer Privacy Notice, CPC Data Breach, CPC Member Allowances, CPC Accident Reporting, CPC Standing Orders, CPC Social Media Policy, CPC Record Retention and Disposal Policy, CPC General Privacy Notice, CPC Co-option policy and Procedure, CPC Code of Conduct, CPC Equality and Diversity Policy were all readopted

25/18 The Councillors agreed not to take their Councillor allowances for FY 2025/26

25/19  CPC will participate in the Tidy Up Britain campaign with the date TBC.

25/20  Cllr Hammond had attended a meeting about devolution. She explained that the Government White paper outlines the transfer of power from Central government to an elected Mayor with local government reorganisation tacked on. She noted that Parish Councils were mentioned but it was unclear how much influence they might have. It is also concerning that a larger urban authority could overlook rural areas. However, it was unclear when or even if these changes might happen.

25/21 SHDC are still waiting for formal notification from BT before they can put their consultation notices up on the Cornworthy phone box. Once this has been posted residents can make their views known to SHDC who will forward these to BT. There is a mandatory 30-day consultation period on the removal of phone boxes.

25/22 Reports

25/22.1 Clerks and RFO The Clerk’s report was received,

25/22.2 Defibs and VETs – all Defibs are in working order. However, there are some issues with the Allaleigh one when it is very cold and the Cornworthy cabinet heater isn’t working making it  prone to condensation. A resident is working with Ashprington VETS, and two joint training sessions are planned for later this year.

25/22.3 Village Hall – Phase 2 of the works have been completed, and the Hall looks really good. The next priority is the replacement and insulation of the roof. This requires substantial funds, so the Committee is looking at grants and fund raising. The Pig Roast is the next fund-raising initiative and is being supported by CPC.

25/22.4 P3 – The survey is complete, and the 2025/26 forms will be sent to DCC. When funding is confirmed the lengthsman will start on the repairs and work identified in the survey

25/22.5 Dart Harbour Communities Group – The Harbourmaster has shared a Dart Harbour Master Plan which will shape the harbour for the next 25 years. This includes more moorings for local people and improvement in the quality of the water for bathing and recreation. This plan will be available for public consultation and scrutiny in April.

25/22.6 WAC (Wild about Cornworthy) – WAC is working to find a way to recycle blister packs locally. Morrisons in Totnes has refused to accept them. WAC is working with other supermarkets and the local press to find a solution. Other areas in Devon are able to recycle blister packs.

25/22.7 Parish Volunteers – A tribute was paid to David Carver who recently sadly passed away. His family have always been heavily involved in village life. David served as a parish councillor for many years and volunteered at innumerable village events . He was a generous, unassuming gentleman and will be enormously missed.

Monday 19th May 2025 at 7.30 pm in the Village Hall.

The Annual Parish Meeting will take place on Monday 19th May at 6.30 pm in the Village Hall
