DRAFT Minutes of the Meeting of Cornworthy Parish Council

In Cornworthy Village Hall on Monday 18th November 2024 at 7.30pm

Present: Cllr Tuppen (Chair), Cllr Bailey (Vice Chair), Cllr Fowler, Cllr Finn, Cllr Hunt, Cllr Hammond and Cllr McKay SHDC were present as was C Campos Parish Clerk.

24/72 Apologies for Absence: Cllr Thompson and Cllr Hawkins DCC

24/73 Declaration of Councillors Interest: None

24/74 Approval of Minutes

The minutes of the Cornworthy Parish Council (CPC) meeting of 16th September 2024 were approved and are available on the CPC website.

24/75 Matters Arising from the Minutes

CPC has decided not to join the DCC Snow Warden Scheme, however the Lengthsman is aware of measures needed to deal with snow and ice. CPC will ensure that the grit bins are full and remind parishioners of their existence and how to use them. Furthermore, CPC will continue to push DCC for the gritter to come to Cornworthy.

24/76 Cllr McKay SHDC gave his report.

24/77   Devon County Council Highways

24/77.1 The planned road closure between BLACKDOWN CROSS TO TIDEFORD CROSS, ALLALEIGH, BLACKAWTON between 17/02/2025 and 21/02/2025 for utility works was noted.

24/77.2 The planned improvement works at the Cornworthy sewerage treatment works commencing late November and the creation of a temporary works compound off Abbey Road were noted.

24/78 Planning

 The decision on 3052/24/ARC West End, Allaleigh, Blackawton was noted.

24/79 Finance

24/79.1 The CPC Finance report was noted and is available on the CPC website.

24/79.2 The following payments were approved.

24/79.3 The CPC 25/26 Budget was approved and will be available on the website.

24/79.4 The 2024/25 pay award for council employees was noted.

24.79.5 The Clerks annual leave from 16th December to 3rd January was noted.

24/80 Cllr Fowler will create a spreadsheet to monitor DCC’s drain clearing schedule and highlight problem drains. Cllr Fowler was thanked for his excellent spreadsheet which details the status of all ongoing issues relating to roads and drains. Cllr Tuppen wanted to record CPCs thanks to all the volunteers to came Saturday’s Village Tidy Up.

24/81 CPC is happy to support the proposed South Hams Way circular walking route.

24/82 CPC will not be involved with the Devon Countryside Access Forum

24/83 It was agreed that CPC will donate £300 to South Hams Citizens Advice Bureau

24/84 The Christmas Tree Light Switch On will take place on Saturday 30th November as part of the Christmas Fair celebrations.

24/85 CPC agrees with the proposed new government legislation to allow Parish Councils to meet remotely and will give this response to the government consultation.

24/86 Reports

24/86.1 Clerks and RFO The Clerk’s report was received and it was agreed that the Clerk should continue to monitor and encourage visits by the SHDC road sweeper.

24/86.2 Defibs and VETs – all Defibs are in working order. Cllr Fowler will speak with a resident about organising another VETS training session.

24/86.3 Village Hall – The recent curry night was very successful and raised £1000.The Christmas Fair will take place on 30th November. More external building work will start on 2nd December, and it is planned that none of the work should impact on any events. Cllr Bailey was thanked for a great interior painting job.

24/86.4 P3 – Cllr Finn is concerned that so far, no forms for P3 grants from DCC have been received. The Clerk will chase this up, meanwhile the annual survey of footpaths will start in a couple of weeks.

24/84.5 Dart Harbour Communities Group – At a recent meeting Cllr Thompson asked the Harbour Master if crab pots could be marked with flags to improve safety in the river.

24/84.6 WAC (Wild about Cornworthy) – Following a well-attended public meeting, WAC are currently conducting a survey to find out which potential projects would be best supported. They are also hoping to make improvements to areas of Charleycombe Wood at and near the meadow and stream. Hopefully this will be the start of more sustainable activities in the Parish – all done by volunteers.

24/84.7 Parish Volunteers – The recent Curry night and Church ‘Revue’ were managed and performed by an army of volunteers, without whom those fantastic evenings could not have taken place. An amazing example of what can be achieved when everybody lends a hand.
