DRAFT Minutes of the Meeting of Cornworthy Parish Council
In Cornworthy Village Hall on Monday 20th January 2025 at 7.30pm
Present: Cllr Tuppen (Chair), Cllr Bailey (Vice Chair), Cllr Fowler, Cllr Finn, Cllr Hunt, Cllr Hammond and Cllr McKay SHDC were present as was C Campos Parish Clerk.

25/2 Declaration of Councillors Interest: None
25/3 Approval of Minutes
The minutes of the Cornworthy Parish Council (CPC) meeting of 18th November 2024 were approved and are available on the CPC website.
25/4 Matters Arising from the Minutes
Cllr Tuppen thanked Cllr Fowler for his excellent spreadsheet which tracks drain and road maintenance. It was noted that some drains require more frequent inspections and others less frequent inspections. Cllr Fowler will update the drain schedule to identify those drains that require more (or less) regular attention than currently scheduled. A letter detailing CPC’s suggested schedule will be sent to DCC. The Clerk will contact SHDC to request the mechanical sweeper visits the village. The P3 forms for 2025/26 have been received.
25/5 Cllr McKay SHDC gave his report. Concern was expressed by councillors that the devolution plans proposed by Government may disadvantage rural communities such as the South Hams.
25/6 Devon County Council Highways
25/6.1 The planned road closure between Washbourne Cross and Washbourne Bridge Cross between 27/01/2025 and 31/01/2025 for drainage works was noted and will be advised on Facebook.
25/7 Planning
The decision on 3978/24/TCA was noted.
25/8 Finance
25/8.1 The CPC Finance report was noted and is available on the CPC website.
25/8.2 The following payments were approved.

25/8.3 CPC will sponsor the entertainment at the planned Cornworthy Pig Roast up to the sum of a £1000.
25/8.4 CPC agreed to join the Friends of Cornworthy Village Hall scheme for 2025.
25/9 After another incident of a driver being stuck in the Allaleigh green lane and protracted negotiations by Cllr Bailey, a sign advising that it is unsuitable for motor vehicles has been secured from DCC.
25/10 The CPC Lengthsman is considering his position after a year in the role, and it was agreed that Cllr Tuppen will meet with him to agree a way forward. He will report back to the rest of the Council.
25/11 Reports
25/11.1 Clerks and RFO The Clerk’s report was received,
25/11.2 Defibs and VETs – all Defibs are in working order. A resident is organising another VETS training session. Following a further donation from the Hunters Lodge, ringfenced funds are in a very healthy state.
25/11.3 Village Hall – Both the Christmas Fair and NYE party were very successful, and the upcoming Burns Night has sold out. Work on the Hall is progressing well and the SHDC grant will be received very soon.
25/11.4 P3 – The 2025/26 forms have now been received, and the survey is well underway. Circular walks have been mapped by volunteers and will be digitised for the CPC website. These walks could be named rather than numbered.
25/11.5 Dart Harbour Communities Group – The bodies responsible for defining ‘swimming areas’ and for maintaining clean water standards, will be required to meet much higher standards in future.
25/11.6 WAC (Wild about Cornworthy) – WAC is working with the Woodland Trust to agree a plan for the improvement of the Meadow area and watercourse in Charleycombe Wood for the benefit of residents and visitors. They are looking at options for recycling blister packs.
25/11.7 Parish Volunteers – Without the energy and time given by volunteers, community events like the NYE party, Burns Night and the Valentine’s Disco would not be possible. Thanks to everyone. More helpers are always welcome !
