DRAFT Minutes of the Meeting of Cornworthy Parish Council

In Cornworthy Village Hall on Monday 21st July 2025 at 7.30pm

Present: Cllr Tuppen (Chair), Cllr Bailey (Vice Chair), Cllr Fowler, Cllr Finn, Cllr Thompson, Cllr Hammond and Cllr Rake (DCC) were present as was C Campos Parish Clerk.

25/37 No Councillor Interests were declared

25/38 Approval of Minutes

The minutes of the Cornworthy Parish Council (CPC) meeting and the Annual Parish meeting both held on 19th May  were approved and are available on the CPC website.

25/39 Matters Arising from the Minutes

Following advice from DCC Highways it was decided that signage will be put in problem hotspots in the village reminding drivers that access for emergency vehicles is needed, particularly over the busy summer period when visitors may not be aware of how narrow village streets are. The signage will include logos from Devon and Cornwall Police and South Western Ambulance Service.

25/40 Cllr Rake gave his report – there is some concern as to the status of the CPC’s P3 grant as the application has not yet been acknowledged. Cllr Finn requested that CPC receives confirmation that CPC’s bid has been successful so that work on the footpaths can commence. 

25/41 It was noted BT have agreed to retain the phone box and phone connection in the Village after a concerted campaign by CPC and residents

25/42 Devon County Council Highways The road closure between at Abbey Road from Thursday 28th August 2025 to Friday 29th August 2025 inclusive was noted.

25/44.3 The hourly rate increase for the lengthsman was agreed

25/44.4 The dates of the Clerks annual leave were noted 

25/45    It was agreed that Bob the Bus is a vital service for the village and a £576 grant to pay for safety measures in all the buses was approved.

25/46   A grant of £189 was awarded to Cornworthy Parochial Church Council for the cost of a lawn mower. Their additional request for an ongoing contribution towards maintenance costs currently contravenes CPC’s Grant Awarding Policy which will be reviewed at the September CPC meeting. Cllr Tuppen suggested that CPC could support a fund-raising event and Cllr Finn suggested match funding would be another option to help with costs. Cllr Tuppen reiterated CPC’s support for all village initiatives.

25/47    The Cornworthy Pig Roast was a huge success thanks to the hard work and support of the village community. Set up costs of over £3000 were covered by a CPC grant and local business sponsorship and over 40 residents volunteered to help set up and run the event. More than 400 people attended and just over £6,000 was raised and donated to the Village Hall.

25/48    New signage on the Parish Noticeboards will direct residents to the excellent CPC website for minutes, financial reports and other information. It was agreed that bullet points from the minutes would be posted on Facebook and sent to the Parish magazine.

25/48 Reports

            25/48.1 Clerks and RFO The Clerk’s report was received

25/48.2 Defibs and VETS The heater in the Cornworthy defibrillator is broken and will be replaced. A VETS training session is planned for September.

25.48.3 Village Hall A planning application has been submitted for the Hall roof.

25/48.4 Dart Harbour Communities Group – The Dart Harbour consultation is open for comment

25/48.5 Wild About Cornworthy – A list of activities has been circulated with a   biodiversity study starting in the Autumn with the aim of creating a Cornworthy Nature Map

25/48/.6 Parish Volunteers Cllr Tuppen thanked all the volunteers who helped remove the tree guards in Bow Wood. Another session is planned in the autumn

Monday 15th September at 7.30 pm in the Village Hall.
